THE COMPANY – Genesis and Experience

JESSCO MARITIME RESOURCES LIMITED was incorporated as a legal entity in Nigeria in March 2004 as a Merchant Marine Agency including station for maintenance and services of life rafts, fire extinguishers and all sorts of life saving appliances and safety equipment.

Jessco Maritime Resources Limited is licensed as a life raft and safety equipment service station by the Russian Maritime Register of Shipping with Recognition Certificate No. 08.11033.180, and also recognized by the Federal Fire Service. Jessco operations are strictly guided by International Convention on Safety of Life at Sea (SOLAS), applicable Classification Society Rules and Nigerian National Safety and Fire Protection Regulations (NFPA Regulations).

Our management and technical team has over 8 years experience and expertise in the industry, possesses the affinity for constant improvement and posed to maintain enough quality level to make impact in the industry.

Our major customers include Gulf Agency Company, Honeywell Fisheries, AON, Forest Fisheries, MORLAP Shipping, Petromed Oil Limited; Petro Star (Nigeria) Limited; West Coast Shipping Line, Mic-Oscar International, Stolt Comex Seaway Limited; African Ports Services: etc.

TRAINING PROGRAM FOR OPERATORS and INSPECTORS

The nature of our job, which covers safety of life at sea, requires constant training of our staff. Our yearly training program would follow the under listed schedule. We intend to send some of our staff overseas for life raft service training. This shall be repeated at an interval of every 2-3 years, depending on the life raft manufacturer.

SUPERVISION AND VERIFICATION OF OPERATIONS

Control units are set using inspectors and technical managers to supervise and ensure that approved operational procedures are complied with. When defaults are detected, correctives measures are immediately applied and reports of such are made to the Technical Managers.

RECORDING AND REPORTING OF INFORMATION

Our documentation and reporting structure begins from the workshop. The Technical Manager takes record of the type and nature of Liferaft or fire extinguishers that need servicing. This is followed by recording the nature of work to be done, job preparation, actual servicing / or refilling and results achieved are recorded via certificates. This information is recorded in duplicate and a copy sent to the Technical Director while the other copy remains with the Technical Manager.

Requisitions are sent to the stores after approval from the Technical Director, while corrective measures can be taken (where necessary) at any level of our operations

QUALITY MANAGEMENT OF BRANCHES
Branch Managers are responsible for activities in their respective branches; they get reports from their Technical Managers, Admin/Finance Managers and also through direct supervision and reports directly to the Technical Director.

PREPARATIONS OF JOBS

a) Air Cylinders/EEBD

– Record all incoming cylinders and check date last pressure tested

– If pressure testing is needed, cylinder(s) must be pressure tested

– Check face masks and hose line for leakages

– Check refilling machine is in workable condition

– Place cylinder to be refilled in bucket of water to reduce temperature while refilling

– Connect and check all nozzles and hoses are properly fitted

– Refill to required capacity

b) Portable Fire Extinguisher/Fixed Systems

– Record all cylinders according to their types and sizes

– Check physical conditions of cylinder and determine which one needs pressure testing / hydro-testing

– Check nozzles / hose / gauges / head caps for defects or physical damages.

– Check and confirm quality and strength of dry chemical powder and foam chemicals respectively.

– Replace chemicals where necessary

– Check CO2 cylinders that needs refilling

– Check the CO2 refilling machine is in workable conditions

– Connect properly to avoid leakages during refilling

– Refill to required capacity

c) Life rafts

– Record liferaft date of entry to workshop

– Record liferaft details, owners, vessel name, and physical condition

– Open containers for complete inspection of liferaft and its accessories

– Inflate liferaft and carry out all necessary tests

– Follow check list as stipulated

– Make necessary corrections and replacement and prepare liferaft for re-packing

– Prepare certificates to show results and all necessary actions taken

– Submit certificates for verification and signing.

PERIODIC REVIEW OF WORK PROCESS PROCEDURES, COMPLAINTS, AND CORRECTIVE ACTIONS

It is our policy to ensure periodic and continuous review of our work process procedures in line with new developments from manufactures and other stakeholders in the industry. To this end, we will continue to source for better and more effective and efficient ways of carrying out our works.

On complaints and corrective actions, we believe we have a system that is in place to handle complaints and that also ensures that the right actions are taken to correct such situations.

COMPLAINTS AND CORRECTIVE ACTIONS SYSTEM

Based on set standards and procedures from the point of Logging in jobs, through execution and delivery, we have tried to identify every job point and its responsible officer. This strategy enables management to easily identify where corrective actions are needed.
To emphasize the importance we place on correcting/preventing faults, the Director of administration/marketing takes over investigations and actions with regards to complaints.

The under listed steps are immediately taken when complaints are received.

1. Identify the source of complaint and its reputation.

2. Determine the point of operations that has given rise to such complaint

3. Identify the officer that is responsible and issue necessary queries

4. Determine if the cause is due to human factor, standards default or equipment fault.

5. From responses of 3 and 4, take necessary action to correct the situation.

6. Notify all necessary authorities or parties to the complaint, of the corrective actions taken

7. Ensure actions are taken to forestall such incidents again.

To avoid or reduce complaints to the minimum, management has put in place quality assurance procedures to assist employees, below are some of these procedures:

QUALITY ASSURANCE PROCEDURE

Contract Review:

Prior to commencement of the works, or any other project, a detail review of all contract documents shall be carried out to ensure that quality is maintained from start. This shall include design basis and parameters on and from which the works is to be carried out. The review shall verify the following:
– Work scope
– Contract specification
– Regulatory requirements and laws

If as a result of the review, any of the above items should require clarification of amplification, the client shall be informed and all queries maintained until satisfactory clarifications are given.

Following the review of contract requirements and prior to the start of the project, our assigned lead personnel shall prepare a design criteria summary for each discipline/aspects of the job.

Each summary shall contain details of the work scope and the list of the client’s applicable specification and philosophies, regulatory requirements and laws. Each document is relevant to their scope of work in the control project file.

Document Control:

A system of proper document control is in place. The system provides control of validity of registration, filling and distribution of all job related documents. The system is designed to ensure that updated and approved documents are available at the time and place of the activity performance. At the commencement of the job, a good index of the job filling system and of the related “log in” and “log out” documentation shall be established. The system shall be kept for the entire duration of the job.

Construction Control:

All construction activities shall be performed in a planned manner, according to contractual specification and the operating manuals of the equipment and tools used in the work execution. All patient inspection and testing shall be carried out according to pre-established quality control (QC) plans and related checklists.

Inspection and Testing General:

Detailed written instructions as required by the inspection and test plan shall be supplied to all inspection areas specifying the procedures to be followed to ensure conformance of inspected items to the applicable requirements, for these our checklists for Liferafts and Fire Fighting Equipment Testing and Servicing must be strictly followed.

general workmanship and materials handling procedures pertaining to the operations shall be available in the respective areas.

The quality control activities shall be performed by appropriately qualified personnel. A written report shall be issued for each completed inspection; inspected items shall be marked accordingly. Non-conforming items shall be processed as per the established procedure.

Control of Non-Conformance:

Non-conforming items and activities shall be identified and properly marked to prevent unauthorized use. Applicable forms shall be completed by identifying the non-conforming items or activities deviation or discrepancy and forwarded to the client.

Objective evidence of the corrective action implementation shall be recorded and maintained to substantiate that repaired, serviced and expired/defective items have to be replaced according to the applicable procedures. Records shall also be kept of all.

MAINTENANCE AND CONTROL OF DOCUMENTS

We have a centralized system where all documents are appropriately filled and controlled from the stage of origination to its final destination by the admin/finance manager. For control purposes vital documents are kept directly under the supervision of the Admin/Finance Director.

8. After refilling by authorized personnel, check the cylinders are filled to the required
capacity.

9. Record any defects/ replacements and refilling job done.

10. Issue a draft certificate for the jobs done, for MD’s confirmation.

All workers in our employment must be certified medically fit before employment and medical examination will be conducted annually on a regular basis.

Due regard must be paid to reduction of noise at all course so also are dust and fumes. It is expected of every employee to provide healthy and environmentally acceptable condition both at work.

SECURITY POLICY

Our company always ensures that all facilities where staff work and reside have sound security plan in place, improve the security awareness level of both staff and sub contractors associated with our operations. We uphold security information dissemination to all staff both in office and logistics base stations.
